Project fiches for Phare 2002 and 2003

Approximately 40 draft project fiches covering the entire range of pre-accession activities were available in early 2002. These were at different stages of completion and needed to be assessed regarding maturity. As needed, they were then developed further jointly with the applicants; both in hands-on support and through workshops emphasising the logical framework approach to ensure activities were properly identified and costed in relation to desired project outcomes. The fiches which were finally submitted to the Commission had been developed in a number of stages, as an iterative improvement process. Both investment/supply projects (such as water supply systems and laboratory equipment) and institutional strengthening, for instance of the financial administration (taxes, customs) or internal security. West Midlands Enterprise, Birmingham (UK)
